Anti-fraud and corruption strategy
Why have a strategy?
The Council is committed to protecting the public funds it administers and has achieved a reputation for maintaining good systems of control. We are determined to prevent, deter and detect all forms of internal and external fraud and corruption committed against us.
The Council's anti fraud and corruption strategy implemented the recommendations made by the Nolan Committee and the Audit Commission and was formally adopted by the Policy and Resources Committee on 4 April 2001.
Our position on protecting public funds against fraud and corruption centres on three fundamental tenets:
- the Council will not tolerate abuse of its services;
- strong action will be taken against those who defraud the Council which in certain cases will involve prosecution; and
- the Council will seek to recover from fraudsters any loss suffered by the Council.
We have developed a series of interrelated measures designed to hinder attempts to commit corruption and fraud. These include:
- preventative measures ensuring that we "Get It Right";
- deterrent and detection measures to "Keep It Right";
- investigation that will "Put It Right"; and
- ongoing monitoring to "Make Sure It Works".
How it works
The strategy outlines the procedures that must be followed where suspicion of financial irregularity is raised. The strategy applies to Members, school governors, employees of school governing bodies, management and council employees. This includes teachers and other staff at all maintained schools.
The anti-fraud and corruption strategy does not conflict with any existing Council policies or relevant legislation. Individual codes of conduct and information items included as Appendices will be updated in line with the latest developments.
