Although the Building a Better Bromley priorities will act as the focus for the Council’s plans, the current year presents us with a significant opportunity to update our medium-term delivery of those aims through to 2010; setting out what we wish to achieve throughout the new Council's life.
The key to achieving the priorities set by Building a Better Bromley will be:
- an improved focus on our public priorities by the phased transition into our new “Fit for Purpose” Member and departmental structures;
- improved operational, financial and managerial accountability across the Council through the development of Performance Centre Management.
- even better value for money through the successful delivery of our new Financial and Efficiency Strategies;
- implementation of the Human Resources Strategy to create a well-motivated workforce with the skills to deliver councillors’ expectations.
As part of the restructure, following the local elections in May 2006, the Council's Portfolios have been amended. They are:
- Public Protection & Safety
- Adult & Community Services
- Environment & Leisure
- Children & Young People
- Local Economy
- Resources
In addition, the Leader of the Council now has a strategic leadership role around Building a Better Bromley, community leadership (including the LSP), Bromley’s Local Area Agreement, equalities and the customer and communications strategies.
However, where formal decisions on these matters are required they will be taken by the whole Executive, which will be held to account by the overarching Executive and Resources Policy Development and Scrutiny (PDS) Committee. The Performance Plan identifies those actions that will form the focus of the Executive’s work.
Each portfolio has also drawn up plans to say what they are aiming to achieve over the coming 3 years, what they are doing towards these aims this year and what their performance targets are. Delivery of these plans will then be held to account by our Policy Development and Scrutiny Committees.
