Before the beginning of each financial year Local Education Authorities are required, under section 52 of the School Standards and Framework Act 1998, to prepare budget statements for that year. At the end of the year an outturn statement has to be produced, showing how the budget has been spent.

Financial statements prepared under section 52 relate to spending at both LEA and school level, on all primary, secondary and special schools maintained by the LEA in the relevant year, and at LEA level on all other educational expenditure by the authority.
