The School Standards and Framework Act 1998 set out a new framework for school place planning. Every Local Education Authority is required to prepare a School Organisation Plan (SOP) annually.

The School Organisation Plan provides the context in which the LEA undertakes its school place planning responsibilities and is reviewed regularly to take account of developments. The Plan must be approved by the School Organisation Committee.

The School Organisation Committee (SOC) is not a committee of the Council but a separate statutory body. It brings together the key partners in education provision locally, giving each an equal voice.
