Support for Pre-School Children Birth to Five with Additional Needs or Disabilities
Pre-School services for children with special educational needs are based at or work from the Phoenix Children's Resource Centre.
Eligibility
Children aged 0 – 5 with additional needs or disabilities, who are resident in the London Borough of Bromley.
Details
The Early Support Pre-School Panel is the referral route to enable access to additional education-funded support for children aged 0 – 5 who have, or are likely to have without support, special educational needs. This support may take place at the Phoenix Centre, in a playgroup, pre-school setting or nursery or at home.
The following takes place at the Phoenix Children's Resource Centre:
- Early Support Pre-School Panel meets fortnightly during term time, to co-ordinate provision and support in Bromley for children with additional needs or disabilities;
- diagnosis, treatment and assessment of children by a variety of specialists;
- class-based assessment provision (Phoenix Pre-School);
- Bromley Portage is a home-based teaching service to help babies and young children whose development is delayed realise their full potential. Portage also arranges an Early Learning Group and a fortnightly play session for parents and children;
- support to assessment outreach placements;
- speech and language therapy, hydrotherapy, physiotherapy and occupational therapy;
- early intervention language groups for children with complex language needs;
- support, monitoring and review for children with autistic spectrum disorder on home-based programmes;
- support for the transition of young children with special needs into Local Authority maintained school provision;
- the appointment of key workers to enable children with SEN to be supported in mainstream pre-school settings;
- Bromley Early Support Full Programme offers extra support, key workers and multi-agency meetings for children from birth to their fifth birthday;
- The SPEACS programme provides access to early advice, support and a key worker for young children with significant social communication difficulties;
- Support in partnership with Bromley PCT for complex medical needs.
Facilities at the Centre include:
- classrooms, medical rooms and a sensory room;
- soft play;
- hydrotherapy pool;
- gym;
- specialist ICT equipment;
- specialist resources, equipment, toy and book library;
- specialist outdoor play facilities.
The Centre is a base for:
- pre-school education, health and multi-agency services;
- Bromley Portage home visiting service;
- Bromley Early Bird Programme for families of children with newly diagnosed autistic spectrum disorder;
- services offering outreach support, advice, training and consultancy on SEN issues;
- Bromley Early Support.
- SPEACS, which is Speech and Language Therapy and Portage -Early Action for Children's Social Communication.
