In May 2006, Bromley Local Authority transformed to Children and Young People Services (CYPS). An alignment of Social Services, Health and Education places those services in a more secure position to meet the needs of children and young people in our community and to ensure that the outcomes identified through the Every Child Matters (ECM) agenda are addressed more strategically and effectively by joined-up thinking and action.

Children and young people are the focus of our work within the ECM context. The Bromley Children and Young People’s Plan (2006-2009) states a key aim as: “Children and young people are given a good start in life and achieve their potential. All are equipped to play their part as active and responsible individuals and citizens, as well as having the necessary skills for the world of work.”

Within this context, the Learning and Achievement Service plays a key role in supporting the work of those in schools to achieve the aim of developing each pupil to his/her potential – physically, emotionally, spiritually, academically and socially. Thus the work of Learning and Achievement spans all the ECM outcomes – Being Healthy, Staying Safe, Enjoying and Achieving, Making a Positive Contribution and Achieving Economic Well Being.

With other parts of the CYPS, Learning and Achievement has as its vision:

To create a collaborative environment of vibrant, self-managing schools which are responsive to the needs and aspirations of children and young people and which work in partnership with others to:

  • Achieve the highest possible performance in all aspects of their work
  • Raise standards and pupil attainment
  • Prepare young people for the next stage of their learning
  • Support the development of independent learners

Our purpose is to provide leadership, direction, support and resources in order for Bromley to continually develop and improve, providing for each child the opportunity to grow and learn and have ambition for lifelong learning.

We do this by:

  • supporting self-management, diversity and excellence in schools, with a clear focus on achieving high standards, taking distinctive approaches and maintaining a broad and balanced curriculum;
  • recognising and promoting the professionalism of teachers and staff in schools, striving to maintain high quality, well-informed teachers and a professionally capable and confident workforce;
  • being the conduit to other services available to schools and working in partnership to provide the best possible support at time of need;
  • encouraging and enabling schools to work together to address areas of common priority as a strategy for school improvement;
  • helping head teachers and staff identify the key components to success in raising standards and establishing effective practice in each school so the success may flourish;
  • providing support to all schools but focusing limited resources on those which require additional support and development;
  • developing confident, competent and visionary leadership at senior levels of the school, including providing opportunities for schools to implement or engage in activities which widen options for pupils, enrich the curriculum, and challenge pupils’ learning;
  • recognising success and effective practice; celebrating achievement; acknowledging endeavour.
