Local requirements for the validation of planning applications consultation
In December 2007 the Department of Communities and Local Government (DCLG) published “The validation of planning applications – guidance for local planning authorities”. This document sets out the procedures whereby local planning authorities can adopt a ‘local list’ of supporting information which is required to validate a planning application. This is in addition to a national mandatory list.

Details
Under the new arrangements, which were mandatory from 6th April 2008, the ‘national list’ sets out the statutory requirements for planning applications. Under the 'national list' the following core requirements apply for every application:
- a completed application form
- the correct fee (where necessary)
- ownership certificates
- agricultural holdings certificate
- Design and Access statement (where necessary)
- location plan
- other plans and drawings or information to describe the subject of the application, and
- Environmental Statement (where necessary).
Application-specific check lists for the 'national list' are available alongside the relevant planning application form.
In addition, the DCGL guidance encourages local planning authorities to consult on and adopt 'local lists' of information, which the local planning authority can additionally require to validate an application.
Bromley is currently consulting on its 'local list'. Details of the consultation can be found in a report to the Development Control Committee available here.
The consultation documentation contains the mandatory national requirements (which are not part of the consultation exercise) and the 'local list' of potential additional requirements depending on the type and scale of application (which will become mandatory following formal adoption). (Please note that the Committee decided to delete “Town Centre Uses – Evidence to accompany applications” at the bottom of page 7 of the report).

Comments on Bromley's list must be made in writing to Chris Evans, Major Developments Team, Planning Division, Environmental Services, London Borough of Bromley, Civic Centre, Stockwell Close, Bromley, BR1 3UH and received by Friday 13th June 2008. All comments made on the proposed 'local list' before formal Council adoption will be taken into consideration
