The review of the Previous Unitary Development Plan (which was adopted in 1994) was undertaken between 1997 and 2006. There were six stages to the review process, as outlined below.

Consultation Stage (1997-2001)
This gave publicity to issues being considered for the new plan, including changes in national policy on Green Belt, transport, town centres, housing and sustainable development, through a series of review papers. A conference was held in March 2000 enabling representative groups to discuss these issues in workshop groups.

First Deposit Stage (March 2001)
The new draft plan was placed 'on deposit' for inspection and comment between 26th March 2001 and 10th May 2001. In many cases it was possible to amend the plan to accommodate objectors' concerns. Where this was not possible, the objections were heard at the inquiry stage.

Second Deposit Stage (September 2002)
The objections to the first deposit draft were reported to Council Committees. The changes which resulted from these considerations were placed 'on deposit' (Second Deposit Draft) for a period of six weeks, commencing 19th September 2002. During this stage, only representations on the changes made to the First Deposit Draft were accepted. Concerns relating to aspects of the First Deposit Draft, which were not subject to change, could not be raised again. These and any unresolved objections from the First Deposit Draft were heard at the inquiry stage.

Inquiry Stage (October 2003-April 2004)
The unresolved objections from the two deposit stages were heard before an independent Inspector appointed by the Secretary of State (orally at a public hearing, or in written form). The Inspector’s Report making recommendations on the objections was published on 7th April 2005 and can be viewed here. 

Modification Stage (October 2005 – July 2006)
The Inspector's recommendations were reported to Council in September 2005 and consequential modifications to the draft plan agreed.  Modifications to the draft plan were published for public consultation in November of that year and the representations received were reported to the Development Control Committee in February 2006 and to the Executive in March 2006.

Adoption
The modified plan was adopted on 20th July 2006, its policies have been ‘saved’ for three years, until 2009 and will be part of the Development Plan [Local Development Framework (LDF)] until then.  The adopted UDP will continue to be the statutory planning document for development control purposes but as individual elements of the LDF are prepared and adopted, these will replace the ‘saved’ UDP.
