Caravan site operators must hold a valid site licence. Contact us for licensing, inspection, advice and enforcement issues. There are currently ten privately owned licensed sites within the borough, five of which are occupied by ten or more privately owned or rented mobile homes. Before we licence a caravan site, planning permission is required.

Details

Site licences identify owners and their various site management and maintenance responsibilities. These include:

  • providing adequate amenities and fire precautions
  • controlling the number of caravans on the site
  • distances between and positioning of caravans
  • providing adequate water supplies and drainage
  • providing adequate gas and electric mains supplies
  • providing adequate site lighting and access

Exempt sites in the borough include those occupied and managed by exempted organisations for example the two travellers sites (managed by Avalon Community Enterprise), one site regulated by the Camping and Caravanning Club, several Travelling Show Persons sites. Temporary sites occupied by agricultural, forestry, engineering and construction workers are also exempt.

To obtain a site licence the site operator must first obtain appropriate planning permission to use their land for this purpose. They may then make an application for a site licence to the local authority. Only when the local authority is satisfied that the applicant has the appropriate planning permission and the site is up to the required standard will a licence be issued.
