E-Tendering at Bromley
Request for Quotation (RFQ)
The council is moving to the Due North 'ProContract' electronic system for obtaining quotes for goods and services with values between five thousand and fifty thousand pounds. The council's contract procedure rules stipulate that for purchases between these values (and not covered by a formal contract), three quotes are to be sought. Goods and services above fifty thousand pounds are subject to a formal tender exercise. Further information on the formal tender process can be found on the E-Tendering page.
This implementation forms part of the Borough's long term e-procurement strategy to increase efficiencies within all areas of the procurement process and provide enhanced access to procurement opportunities for all potential contractors.
The ProContract system is currently being used by the Education and Care Services Department for tenders and is run through the London Tenders Portal.
What you need to do
All interested suppliers must register their company on the London Tenders Portal (if you have not already done so), in order to be considered for quotation.
The registration process is free, simple and full instructions on how to do this are available on the London Tenders Portal. Please see the following guidance document for more information:
Once your registration is confirmed, you will receive a username and password via email. When you log on for the first time you will be prompted to change your password.
Please note however that if your company has already been registered, your application will be rejected to avoid duplication and additional service users will need to be set up on the existing account. There is no cost to you for registering your company.
When you register your company you are required to mark what categories of goods/services you provide. This means that should any advertised opportunities arise from any of the seventeen London Boroughs who use the system, you will be notified.
Request For Quotes Process
The Request for Quotation (RFQ) process is a simple one; Suppliers chosen to submit quotes will receive an email to say there is an opportunity on the portal. Using the link provided in the email, log on to ProContract using your username and password, select the relevant opportunity and submit your response online as instructed. Please ensure you read all attached documents and the quote specification requirements carefully prior to submitting quotes.
All aspects of the quote process will be completed electronically through the ProContract system, including sending and receiving of documentation and/or procurement communications (i.e. clarification questions etc).
Please remember that if your company is not registered through the portal, you will not be invited to submit a quotation at the appropriate time. Please note however registration of your company does not guarantee organisations will be invited to submit quotes within any particular time period.
