The council have selected a preferred development partner, Muse Development Limited, part of the Morgan Sindall Group plc for Opportunity Site G.
Opportunity Site G is referred to in the Bromley Town Centre Area Action Plan (AAP). It encompasses the south west of Bromley High Street and includes the stretch from the Churchill Theatre to Ethelbert Road.
A Master Plan for Opportunity Site G, the main retail expansion opportunity in Bromley town centre is now being developed. Plans envisage that the site will provide more high quality, mixed-use development in the heart of the town centre
The council has been working to procure a private sector development partner for this opportunity.
Following a competitive tendering exercise, a meeting of the Executive on 24 July 2013 agreed to grant Muse Development Ltd preferred development partner status. An exclusivity period of 12 months will allow work to be progressed on proposals for the scheme.
The next steps will include producing an overarching visionary plan for the site, containing detailed development proposals. This will be open to consultation with residents, businesses and stakeholders. The Master Plan will form the basis of the possible planning application and provide detail about the potential land needed. It will also seek to outline other detail and the phasing for subsequent development proposals, with eventual construction some years away.
The council is committed to ensuring a vibrant and competitive town centre for residents, shoppers, workers and visitors to Bromley. An aim is to ensure that the prospective private sector partner can develop a high quality and sustainable retail–led scheme.
Vision and Objectives for Opportunity Site G
The development of Site G is central to improving the qualitative retail mix in the town centre. The key objectives of the scheme are:
- Promotion of a high quality retail development which extends the prime retail pitch and reinforces Bromley’s role as a ‘sub–regional’ shopping centre
- Provide a carefully considered mix of retail led uses which also delivers employment, housing and leisure
- Ensure a strong connectivity between the development and the wider town centr
- Form a natural extension to the town centre retail core
- Provide high – quality residential accommodation
Demonstrate excellence in urban design
Include public spaces of outstanding quality which will deliver an enjoyable experience for people moving through the site, coupled with long term maintenance and repair solution for the public spaces.
The Bromley Town Centre Area Action Plan (AAP), which was adopted in 2010, aims to protect and enhance the environment of the town centre.
The adopted AAP sets out the council policy for Opportunity Site G. This policy requires work including the initial steps to develop a Masterplan to promote a comprehensive mixed use development which will comprise:
Retail including some leisure use
New public parking
- Appropriate operational parking
