An 18 year-old from Beckenham received a 2 year Anti-Social Behaviour Order (ASBO) today at Bromley Magistrates Court.

Mark John Bevan (born 1/8/87) of Calverley Close, Beckenham who has been responsible for:

  • numerous acts of anti-social behaviour;
  • harassment of housing tenants; and
  • assaults and criminal damage.

He also committed driving offences including taking and driving away a vehicle and failing to stop when requested to do so by a police officer.

Under the terms of the ASBO, Bevan must not:

  • use abusive, insulting, offensive, threatening or intimidating language or behaviour with intent to cause harassment, alarm or distress to any person;
  • carry or use any article made or adapted or intended for use as a weapon;
  • ignite fireworks in a public place;
  • congregate or be part of a group of 3 or more whose presence and behaviour is likely to cause harassment, alarm or distress to any person;
  • use or possess cannabis in a public place;
  • use or possess in a public place any substance controlled by the Misuse of Drugs Act, unless prescribed to him by a medical practitioner;
  • trespass onto other people’s property;
  • intentionally or recklessly damage or attempt to damage property, buildings or possessions not belonging to him;
  • drive any vehicle or motorcycle whilst banned from doing so;
  • allow himself to be carried as a passenger in any vehicle or any motorcycle unless being driven by an authorised driver of that vehicle and at their invitation;
  • to associate in any public place with 2 or more of 4 named people;
  • to associate with a named person in any public area within Calverley Close,

until 4 August 2007.

Superintendent Charles Griggs from Bromley Police said: "The granting of this Order is welcomed by police and the Community Safety Partnership as an effective measure to control the criminal and anti-social behaviour of Mark Bevan. It is important that the community, who have had to tolerate his appalling behaviour, are reassured that police, in partnership with the council's Anti-Social Behaviour Team, will take positive action to protect them. I hope the associated publicity surrounding this case will send out a clear message to the minority of people who affect the lives of others through their anti-social behaviour that they will not be allowed to get away with it. If people see Bevan breaching any of his conditions I would encourage them to report it to either the police or the Anti-Social Behaviour Team. Together we can improve the quality of life for people in Bromley."

Executive Councillor for Community Safety and Leisure, and Chair of the Community Safety Partnership, Neil Reddin said: ‘By working together the Council and Police have achieved a very important result which will improve the lives of many Beckenham residents whose ordinary day to day activities were affected by the behaviour of this individual. The Safer Bromley Partnership is committed to seeking further ASBO’s against anyone whose anti-social behaviour impacts on others in this way.

Under the terms of the ASBO, if Mark Bevan breaches any of the activities he is prohibited from doing, he is liable to a term of imprisonment of up to 5 years.
