Following a successful pilot trial in Penge, the initiative to improve the street scene by fining litter offenders is being expanded borough wide. The decision, at the Environment and Leisure Portfolio, intends to deter offenders from harming the environment as fines can be issued for acts of anti-social behaviour including nuisance parking and graffiti.

“This scheme has worked well in Penge in tackling specific problem areas. We want to see the same effect across the borough. This is about making sure we are able to use all available means to tackle issues such as dumped rubbish, littering and graffiti which affect us all. We want to make Bromley a cleaner place to live and work and this will contribute to that aim” said Councillor Colin Smith, Executive Councillor for Environment and Leisure.

The new fixed penalty notices will apply to various rubbish and litter related offences, including leaving rubbish sacks and dustbins out on the pavement; dropping cigarette ends or chewing gum; fly tipping rubbish; or dumping household waste in a public litter bin.

The current fine is set at £70, payable within 14 days. This amount will be reduced to £35 if payment if received within 10 days. Fines can be avoided by following the correct procedure for disposal of litter. This could either mean putting litter out for collection on the relevant day at the relevant time, or, for more bulky waste, disposing of it at one of the borough’s Reuse and Recycling centres in Waldo Road, Bromley and Churchfields Road, Beckenham. Businesses are required to ensure they have their own waste collection arrangements in place.

Residents should note that the Council offers a chargeable waste collection service for those who are unable to visit one of the centres. For information on the service, or for advice on household and green garden waste and recycling, call the Customer Service Centre on 020 8313 4557.
