A waste carrier registered with the Environment Agency operating his business from an address in Anerley pleaded guilty to two charges of fly tipping at Bromley magistrates court on 26 March.

Mr Neil Francis illegally disposed of waste in a bin store area in Anerley Court, Anerley Vale on 26 June and 12 July 2006, and on 12 July 2006 illegally deposited waste on the public highway in Churchfields Road, Beckenham.*

Mr Francis has three previous prosecutions against him over the last two years for illegally depositing waste within the London Borough of Bromley.

Taking this into consideration, the Judge considered the matter serious enough to impose a 6 month Community Order requiring Francis to do unpaid work.

A two-month curfew with a tag was imposed on Francis requiring him to remain at his home address between the hours of 7pm and 6am. Francis was also disqualified from driving for six months.

In addition, for failing to settle his previous fines, Francis was sentenced to 28-days in prison, suspended on condition that Francis pay £10 per week until all fines and costs are paid.

The Environment Agency has also confirmed that they will be withdrawing the waste carriers’ registration for Mr Neil Francis.

A spokesperson for Bromley Council said: “Bromley is acknowledged as a pleasant place to live, work and relax and we take seriously any actions that are likely to spoil this and blemish the borough’s reputation. This person has had sufficient warning in the past about his behaviour and will now be prevented from running a respectable waste carrying business by his own illegal actions.”
