Who works on the highway

We co-ordinate all road and pavement work across the borough; to ensure public safety and reduce congestion to all users of roads.

The major utility companies that work within the borough are: Thames Water, Southern Gas Networks, BT Openreach, Virgin Media and UK Power Networks (formally known as EDF Energy) - each utility company has its own contractors which change regularly. There are also a large number of other companies that work within the borough. We have the following contractors who carry out road works: O'Rourke, FM Conway and Cartledge.

While we aim to coordinate works, this is not always possible, as utilities do not have to give us formal notification in the event of an emergency such as a gas leak. 

All work carried out by either our contractors or utility companies is inspected, monitored and a permit issued to minimise traffic congestion and protect the roads and pavements.

Roadworks permits

All planned road works must display a permit board which shows who is carrying out the work and what the permit number is. If the work is an emergency the permit can be submitted after the work has started. This should be done within two hours of the work starting or in the case of out of hours by 10:00am the next working day. If you see works which have no permit board, or are unable to find road works on the map, it may be that the company is working without a permit or undertaking emergency works.

You can help us to investigate work being carried out without a permit, more efficiently by providing as many details as possible, including a photograph and location of the works and reporting it to us.
