Bromley LINk Governance and Democracy
The LINk Development Group held its first formal meeting on 1st July 2008.
The LINk Development Group approved the ‘Procedures for governance and decision-making of the Bromley LINk’.
The Procedures describe the governance and decision-making arrangements for the Bromley Local Involvement Network, or LINk, in the transitional period until the substantive Bromley LINk is established (expected to be by the end of 2008). They were adopted to enable the work required to establish and develop the LINk to take place, and to enable LINk activity to be carried out and LINk powers exercised. Government Regulations require the LINk to draw up and publish such Procedures before it can carry out LINk activity.
The Procedures have been developed up as a result of lengthy consideration of the issues around how the LINk could operate and take decisions and how the stewardship group – the LINk Development Group – should be constituted, drawing on the views of a wide range of interested local individuals and organisations from consultations and meetings.
The Procedures are not meant to be final or definitive; they are working
arrangements to allow the LINk to start operating and to develop during the transitional period. The Procedures will be reviewed and amended in light of experience to form the basis for the establishment of the substantive LINk.
The Group agreed a Code of Conduct that sets out the behaviour expected of members of the LINk Development Group, and any others holding an official position in the LINk, or representing or acting on behalf of the LINk, whenever they are, are claiming to, or give the impression that they are, representing or acting on behalf of the LINk.
The Code is based on the provisions of the Seven Principles of Public Life and the Code of Conduct of the Standards Board for England, amended to make it more appropriate for the LINk and to take account of guidance from the NCVO.
It was agreed that members of the LINk Development Group must abide by the Code of Conduct and complete a Register of Interests form.
As required to meet government regulations and allow it to carry out LINk activity and exercise LINk powers, the Bromley LINk has published its Procedures for governance and decision making see below. The LINk is also required to publish a statement of the relevant decisions it has made, as set out in government regulations. These decisions are published in the Notice and Newsheets, which have been sent to all registered LINk members which can be downloaded from the website.
