Freedom Passes enable people who can register as disabled to travel free on public transport within Greater London as detailed below. 

Who could benefit from/use this service

Men and women under 60 registered as disabled with the London Borough of Bromley.

You may be eligible for a Freedom Pass if you are:

  • blind;
  • partially sighted;
  • deaf/hard of hearing;
  • without speech.
or have a
  • learning disability;
  • disability or injury which has a substantial and long-term adverse effect on your ability to walk;
  • disability or health problem that would prevent an application for a driving licence being approved.

Such conditions would include epilepsy, severe mental disorders and conditions which cause sudden attacks of giddiness or fainting.

Also included would be any disability that is likely to mean that your driving could cause danger to the public.

Buses:

Blind and disabled pass holders travel free at any time.

Underground & Docklands Light Railway:

Blind and disabled pass holders travel free at any time.

Railways:

Blind and disabled pass holders travel free on National Railways within the Greater London area. Monday to Friday from 9.30am (9am on some services) until the last train. Saturday, Sunday and public holidays at any time.

Trams:

Blind and disabled pass holders travel free on Tramlink at any time.

Boats:

Freedom Pass holders can get a discount on many Thames river boat services. Please telephone 020 7222 1234 for further details.

Costs

There is no charge for a Freedom Pass.

Next steps and conditions

Applications for Disabled Persons Freedom Passes are processed at  Bromley Civic Centre.  You can download an application form here to complete and bring with you or alternatively you can  collect application forms from Orpington, but they must be sent to Bromley Civic Centre to be processed.  If you plan to visit Bromley Civic Centre, please note that passes cannot always be issued immediately but may have to be sent to you later by post.

Once you have completed your application form you will need to send this to Bromley Civic Centre along with the following documents:

  • two recent, passport-style photographs;
  • two examples of proof of your name, age and address in Bromley;
  • proof that you are disabled.

Please note that from 9 February 2004 blind Freedom Pass holders DO have to supply photographs.

Staff can advise you about which documents you may need to provide when you request an application form.

What if I lose or damage my Freedom Pass?

If you lose or damage your Freedom Pass please contact Bromley Civic Centre to request a new one (see Contact Details section above).

If you plan to visit the office in person please remember that passes cannot always be issued immediately but may have to be sent to you later by post.

You will need to complete a form, provide two photographs and the documents referred to earlier in the Next Steps section above.
