Coronavirus (COVID-19) and business rates

The council appreciates that this is a challenging time for all businesses and we are working hard to ensure the support schemes recently announced by the Chancellor are implemented as quickly as possible.

Retail Discount (occupied retail/leisure/hospitality type properties)

This Retail Discount scheme was originally set up to assist retail properties with a rateable value less than £51,000, reducing their 2020/21 charge by 50%. The government has extended the scope of the scheme to include both leisure and hospitality type properties, removed the rateable value threshold, and increased the relief award to 100%.

If you are in receipt of Retail Discount we will automatically award relief to your business rates account at 100% and will reissue your 2020/21 annual bill.  If you believe that your property now qualifies for the wider scheme then please bear with us as we are attempting to identify properties that are now eligible.  We may need to contact you to request additional information.

Support for nursery businesses that pay business rates

The government has announced a business rates holiday for nurseries in England for the 2020 to 2021 tax year. You are eligible for the business rates holiday if your business is based in England and is on Ofsted’s Early Years Register.  The building must be wholly or mainly used for the provision of the Early Years Foundation Stage.

We are attempting to identify properties that are now eligible and will reissue your bill to exclude the business rate charge as soon as possible.

Retail Relief Grant (Occupied retail/leisure/hospitality type properties with a rateable value less than £51,000)

We know that the government will grant up to £10,000 to all retail/leisure/hospitality type properties in receipt of Retail Discount, with a rateable value up to £15,000; and £25,000 to those with a rateable value between £15,001 and £51,000.  Guidance notes have recently been issued by the government. 

Grant payments will be paid by BACS. Please complete the business rates COVID-19 grant request form to confirm your details (including your bank details), so we can process the grant payment for you. Please  ensure that the information provided is accurate, as the provision of inaccurate information could lead to your payment either being withheld, or claimed back at a later date.

If you have responsibility for multiple business properties, please make a separate request for each individual property.

Small Business Relief Grant (accounts in receipt of Small Business Relief)

The government will provide grants of up to £10,000 to all accounts in receipt of Small Business Relief.  Guidance notes have recently been issued by government.

Grant payments will be paid by BACS. Please complete the business rates COVID-19 grant request form to confirm your details (including your bank details), so we can process the grant payment for you. Please ensure that the information provided is accurate, as the provision of inaccurate information could lead to your payment either being withheld, or claimed back at a later date.

State Aid information

We are currently awaiting further information as to whether the current State Aid limits will continue to apply for 2020/21. Any further information will be updated when it is available.

If your business has been affected by COVID-19 but will not qualify for relief or grants (Non retail/leisure/hospitality type properties or accounts not in receipt of Small Business Relief

If you do not qualify for any Retail Discount and your business has been negatively impacted by the coronavirus outbreak meaning you are not able to pay your business rates instalments, please confirm your position in writing by completing the Revenues and Benefits contact form.  We will consider each ratepayer’s circumstances and how they have been affected by the Coronavirus when discussing payment arrangements.
