Freedom Passes for people with disabilities
Disabled Freedom Passes enable eligible disabled people who have not yet reached the qualifying age for an over 60s Freedom Pass to travel free on nearly all public transport within Greater London and on most buses in England.
Who can apply
You may be eligible for a Freedom Pass if you are
- partially sighted
- profoundly or severely deaf
- without speech
- in receipt of Higher Rate Mobility Component of the Disability Living Allowance or the Mobility Component of PIP (Personal Independence Payment)
- in receipt of War Pensioners Mobility Supplement
- a learning disability;
- a disability or injury which has a substantial and long-term adverse effect on your ability to walk;
- no arms or long- term loss of the use of both arms
- disability or health problem that would prevent an application for a driving licence being approved.
Such conditions would include epilepsy, severe mental disorders and conditions which cause sudden attacks of giddiness or fainting. Also included would be any disability that is likely to mean that your driving could cause danger to the public.
You may be requested to attend an assessment by an Occupational Therapist. This assessment ensures that all applicants receive an impartial and consistent decision as to whether they meet the criteria or not. Applicants who have suffered a trauma or have had/are due to have surgery may be required to wait for a period of 6 months prior to an assessment to allow for recovery.
Applying for a Freedom Pass
There is no charge for a Freedom Pass. We aim to process applications within 6-8 weeks of receipt.
You will need to include copies of documents as proof of your name, age, address and benefit award.
In addition, you will need: 1 recent passport-sized photograph of yourself.

Application review process
If your application is refused and you believe that the decision did not take into account all the factors you may request a review within the time limit of 28 days from the date of rejection. We aim to process reviews within 6 - 8 weeks.
A review must be requested in writing and sent to Freedom Passes, Civic Centre, Stockwell Close, Bromley, BR1 3UH. The request must set out the reasons why you believe that the decision is not consistent with the criteria or where additional factors have not been taken into consideration.
An Occupational Therapist or Manager will then undertake a review and either confirm the decision or refer the matter back for reassessment if there are issues that have not been fully considered.
We will confirm in writing the results of the review. This decision is final and there is no further appeal. Applicants may reapply after 6 months, (or earlier if mobility has deteriorated significantly or circumstances have changed).
