Blue Badge misuse – many more family members prosecuted

A further twenty-two drivers have been prosecuted and ordered to pay fines totalling £10,232 as the council’s campaign of zero tolerance enforcement against abuse of the Blue Badge scheme continues.

In all cases, an able-bodied driver was caught taking advantage of parking concessions they were not entitled to.  The majority of these prosecutions involved a Blue Badge belonging to a family member which was displayed in their absence.  The association between the driver and badge holder are unknown in two of the cases, one of the cases involved the display of a Blue Badge belonging to a friend and cancelled badges were displayed in four of the cases.

Since the Blue Badge misuse campaign was introduced in 2016, more than 200 drivers have been prosecuted in Bromley for similar Blue Badge misuse offences.  

Councillor Kate Lymer, Bromley’s Executive Councillor for Public Protection and Enforcement said: “This level of scheme abuse is astonishing, but as demonstrated by the number of recent convictions, a zero tolerance approach applies as our campaign gathers pace.  We will continue to take whatever action is necessary to ensure that spaces are available for those members of our community with genuine disabilities to park when they need to”.

Councillor Lymer added: “If you drive on behalf of a Blue Badge holder and the badge has been left in your vehicle or in your possession, I urge you to display it only for the benefit of the badge holder.  It’s not a case of if you get caught, but when, so please don’t take the risk.   The consequences which are serious and particularly unpleasant can affect future employment prospects, foreign travel, etc.  Always remember, when displaying a Blue Badge, you must be able to account for the badge holder’s whereabouts.”

The drivers below were guilty of displaying a Blue Badge when the holder was not present:

  • Mr Paul Duffy of Heathfield Road, Croydon
  • Mr Daniel Dwumfour of Wakefield Gardens, Upper Norwood
  • Mr Alan Pankhurst of Flimwell Close, Bromley
  • Ms Kim Wright of Drakefell Road, Nunhead
  • Mr Barry Codling of Boundfield Road, Catford
  • Ms Sandra Agbogun of Tivoli Gardens, Woolwich
  • Mr Muhammed Taifur Rahman of Leven Road, Poplar
  • Mr Vasile Raileanu of Park Road, Beckenham
  • Ms Sharon Ennin of Laurel Grove, Penge
  • Mr Everton Parker of Dalmally Road, Croydon
  • Ms Nishell Watson of Westow Hill, Upper Norwood
  • Mrs Lorraine Lancley of Pampisford Road, Purley
  • Six parents from Penge, New Addington, Croydon (2), Thamesmead and New Cross who have not been named to protect the identity of a child

This was a second conviction for Ms Nishell Watson, who was also prosecuted in 2017 for a similar Blue Badge offence which took place in December 2016.  On this occasion, the Blue Badge was displayed in the absence of the holder and was found to have been tampered with, as the expiry date had been altered from 2016 to 2018.

The following drivers were guilty of displaying cancelled Blue Badges:

  • Ms April Lindsay of Lansdowne Road, Croydon 
  • Mrs Amanda Killick of Widmore Road, Bromley

The investigations which led to these prosecutions were initially carried out by Bromley Council’s Blue Badge fraud and enforcement team and followed up through further enquiries including interviews under caution by investigators from Bromley’s fraud partnership with the Royal Borough of Greenwich.

All offences took place between 18 December 2018 and 21 June 2019. Only six of the badges displayed were issued by Bromley Council and just seven of the drivers prosecuted are Bromley residents.
