How to appeal against an enforcement notice
You can appeal against an enforcement notice before it takes effect.
The appeal is made to the Secretary of State and the notice is held in abeyance until the appeal has been decided.

If your reason for appealing includes that planning permission should be granted (ground (a)), you can pay the fee to the council online.
You cannot appeal against a breach of condition notice.
