A record twenty-four motorists have been prosecuted for Blue Badge scheme offences involving the display of cancelled badges in the two months of the year.

This legal action is the result of the council’s continuing campaign to protect the scheme for genuinely disabled individuals. The offenders were issued with fines and costs totalling £16,234.

In thirteen of the cases, the vehicle drivers were guilty of displaying cancelled Blue Badges with five stolen badges displayed, six badges were displayed after the badge holders had passed away and two badges were displayed after being cancelled as lost.

The eleven other offenders were vehicle owners who were prosecuted under section 17 of the Greater London Council (General Powers) Act 1972 for failing to provide information relating to the identification of a driver after a suspected Blue Badge misuse incident. Seven of these cases involved the display of stolen badges, three badges were displayed after the badge holders had passed away and one badge was displayed after being cancelled when reported as lost.

In all cases, the drivers displayed cancelled badges to take advantage of parking concessions they were not entitled to. Only individuals who have a physical or non-physical disability affecting their mobility are eligible for and entitled to use the benefits associated with the Blue Badge scheme to help them park within a manageable distance of their destination.

A council spokesperson said, “We are actively enforcing the Blue Badge scheme every day and those tempted to misuse a Blue Badge should be in no doubt that they will face prosecution. Blue Badge misuse has a direct impact on the lives of genuine Blue Badge holders. The scheme helps Blue Badge holders park close to their destination, so when spaces set aside for them are misused, this has a real impact, with the badge holder having to abandon their trip for instance.”

Aleysha Allison, Elisha Cameron, Justin Turner, Victoria Lewis-Bull, Hayley Thompson, and Tina Humphrey, all displayed Blue Badges after the badge holders had passed away.

Thomas Mead and Paul Camara both displayed Blue Badges that had previously been cancelled as lost.

Bianca Philbert, Jamal Bayley, Keshia Holder-Young, Nickson Anselm and Peter Wilson, displayed stolen Blue Badges.

Tahan Kennedy, Michael Mehmet, Simone Saye, Yussuf Oseni, Deloney Davis, Peter Dobbs, Richard Wise, Tanya Snell, Chantelle Simpson, Rushan Reid, and Djon Lawal, were all guilty of failing to provide information relating to the identification of the person driving their vehicle when a suspected misuse incident occurred. Stolen Blue Badges were displayed in the cases associated with Tahan Kennedy, Simone Saye, Yussuf Oseni, Deloney Davis, Richard Wise, Chantelle Simpson and Djon Lawal. Blue Badges were displayed after the holders had passed away in the cases associated with Michael Mehmet, Peter Dobbs and Tanya Snell and in the case associated with Rushan Reid, the Blue Badge displayed has previously been cancelled when reported as lost.

A Blue Badge must be returned to the issuing authority shown on the front of the badge in any of the following circumstances; the badge has expired, the holder’s medical condition/mobility improves and they are no longer eligible, a replacement has been issued for a lost or stolen badge and the original is found, the badge is damaged or illegible, the holder no longer needs the badge because they are confined to the house, or the holder has passed away.

Blue Badge misuse is a criminal offence which can lead to a £1,000 fine and confiscation of the badge. Anyone who suspects that a blue badge is being used for the benefit of a person who is not the badge holder can report their concerns at: www.bromley.gov.uk/reportbluebadge.
