Cautionary Contacts Register (CCR)

The London Borough of Bromley (LBB) recognises that a safe and healthy working environment is central to the quality of working life and as a responsible local authority has a zero-tolerance policy for staff abuse and harassment.

To ensure that all employees are treated with dignity and respect at work and to protect members of the public, the council may issue formal warnings to individuals who engage in threatening, physically or verbally abusive behaviour toward staff, either during or outside of working hours relating to work involving an explicit or implicit challenge to their safety, health or well-being.

  • Physical attack: Whether visible injury occurs or not.
  • Verbal abuse: When an employee feels that an unacceptable verbal attack has been made against them either through verbal, written, e-mail, or via social media sites. This will also include any form of harassment relating to someone’s protected characteristics.
  • Animal attack.
  • Intimidation, harassment or stalking: Threat (or attack) against employees, their family or property (including intentional filming of staff without their consent).

The council may take the decision to record the name, address and image of such individuals on the Cautionary Contacts Register (CCR) Database, and where possible a letter of notification and warning will be issued to the individual involved.

The register is used to implement preventative measures to protect staff against further harm while allowing for appropriate decisions as to how the council continues to provide relevant services to the individual.

The CCR allows for the sharing of this information between council frontline services, whose staff have access to the register.
