The council is composed of 58 councillors elected every four years; each represents an area called a ward (most of which are represented by more than one councillor). The overriding duty of councillors is to the whole borough community, but they have a special duty to their constituents, whether they voted for them or not.
The last local elections took place on Thursday 5 May 2022. The next local elections are due to be held on 7 May 2026.
Bromley Council is under Conservative control, with the 58 seats on full council split as follows:
Conservatives - 35, Labour - 12, Liberal Democrats - 5, Chislehurst Matters - 3, Biggin Hill Independents - 2. (One vacant seat; a by election will be held in Bromley Common and Holwood Ward on 24th July 2025.)

- Councillors have to agree to follow a Code of Conduct to ensure high standards in the way they undertake their duties.
- The Standards Committee is responsible for the promotion and maintenance of high standards of conduct by councillors nd co-opted members . This committee also has responsibility for corporate governance in respect of the ethical conduct of councillors.

- Gifts and hospitality: any councillor receiving a gift or hospitality over the value of £25 must declare it. These declarations are published on their councillor pages and recorded in a register which can be inspected by the public, free of charge, during office hours.
- Councillors receive a financial allowance to reflect their expenses and responsibilities in fulfilling their role. Payment of allowances is regulated by Act of Parliament.
