A new permanent Director of Children Education and Families has been appointed, continuing the work to support children and young people, judged to be outstanding in the most recent Ofsted inspection.
The news to appoint Andrew Carter as the permanent Director of Children, Education and Families follows an earlier recruitment exercise and the planned retirement of the current Director. Mr Carter, who is highly experienced, has dedicated his career to caring and protecting children, having held a number of senior roles in a number of Local Authorities, overseeing children and education services. He is returning to Bromley having started his career in 1994.
Councillor Jonathan Andrews, Executive Councillor for Children, Education and Families said, “Ensuring we have the best possible environment for all our children and young people to thrive is critically important, as we all know. I am delighted to formally welcome Andrew back home to our Borough, and I know that he is keen to bring his experience and determination to Bromley - particularly at this key period, with a range of legislative changes announced by Government, including in Children’s Social Care, and the SEND Reform plans and wider SEND matters.”

Bromley has a strong reputation for delivering high quality children's services, with high levels of permanent staff supporting continuity of services and efficiency. The Ofsted inspection of Bromley’s Children Services in 2024 concluded that children in the borough receive “exceptionally strong services”, with an outstanding rating in all categories. Last year, the Bromley Youth Justice service received the highest category overall rating following an inspection by His Majesty’s Inspectorate of Probation. The outstanding rating means that Bromley is recognised as one of the country’s leading local authorities for Youth Justice as well.
