The commencement of the development triggers the liability to pay, and payment will be due in accordance with the charging authority's relevant instalment policy:

Bromley CIL instalments are payable as follows:

  • £100,000 or less - no instalments - total amount payable within 60 days of commencement of development
  • Over £100,000 - 2 instalments:
    • the greater of £100,000 or half the value of the total amount payable within 60 days of commencement of development
    • remainer of the total amount due at 240 days of commencement of development

If a valid commencement notice has not been submitted before development commences, payment of the CIL amount will be due in full on the day that the collecting authority believes the development to have commenced. Interest and surcharges may also be applied.

Please note that when we issue a demand notice for payment, a separate invoice will follow from the council's collection agency, Liberata, which will contain payment details.

To appeal a CIL decision, you can find information on the GOV.UK website.
