What do the condition bands mean?

Bromley undertakes annual condition surveys of its carriageway network to understand asset condition, maintenance backlog and support investment decisions. Condition scores should be interpreted as follows:

• Green: These roads are in a good condition. No treatment is required but early-life preventative treatments (e.g. rejuvenation) can extend useful life.
• Amber: These roads are in a fair condition. Preventative treatments can help tackle early-stage defects (e.g. cracking, fretting) and restore surface life.
• Red: These roads are in a poor condition and have reached the end of their useful life. They are prioritised for structural maintenance (e.g. resurfacing).

The published official statistics for road condition include more detail about the methodology, timing and coverage of this data. From 2026/27 onwards, Bromley will comply with the new PAS2161 data standard for condition surveys, ensuring comparable results that enable benchmarking across England.

What is the condition of our roads?

Based on these regular condition surveys, Bromley monitors the condition of its carriageways over time to understand trends and determine the success of its investment. The following chart demonstrates the condition of classified (A and BC) and unclassified (U) roads over time.

Bromley is currently updating its road condition data and reporting processes to align with the latest Department for Transport (DfT) condition reporting requirements. As the Council transitions to the new reporting framework and additional condition data becomes available, future results will provide a more consistent basis for monitoring network condition trends and informing asset management decisions.

Based on our internally held 2025/26 condition survey data for our entire network, 33% of Bromley's road network is in good or very good condition, 57% is in fair condition, and 10% is in poor or very poor condition. While overall network condition has remained broadly consistent in recent years, there has been a gradual reduction in the proportion of roads classified as good or very good and a corresponding increase in roads requiring more significant maintenance intervention. The planned increase in highways maintenance funding is intended to address this trend by targeting the poorest condition roads, reducing the proportion of red-rated carriageways and improving the long-term condition, resilience and serviceability of the network.
