Local highways maintenance transparency report 2025 - Condition of local roads
Principal (A) Roads in Bromley are surveyed annually as part of the London Highway Engineering Group (LoHEG) surveys of the Borough Principal Road Network (BPRN) conducted by Transport for London (TfL) across London. The AI survey detects the condition of a road from video footage and provides an objective consistent approach to determining the condition across our network.
A number of parameters measured in these surveys are used to produce a road condition indicator which is categorised into three condition categories:
- No further investigation or treatment required.
- Minor deterioration, maintenance may be required soon.
- Major deterioration, maintenance should be considered.
Principal Roads are in a similar state of disrepair when compared with the London average of 29 per cent, with less than half of the roads in good condition and nearly a third of the roads in immediate need of maintenance. Note, no condition surveys were undertaken in 2020 and 2021 due to Covid-19 restrictions.

Classified non-principal (B and C) and unclassified (U) roads are also surveyed annually using AI-led models and the data is processed following the same methodology as that used on the BPRN. As seen in the table below, the non-principal network has continued to deteriorate after 2022/2023.
