SEND Outcomes Framework overview
The SEND Outcomes Framework sets out how the London Borough of Bromley and the South East London Integrated Care System (SEL ICS) work together to improve the lives of children and young people with special educational needs and disabilities (SEND). It provides a shared understanding of what positive outcomes look like for children, young people and their families, and how local services will work collectively to achieve them.
The framework has been co-produced with children and young people, parent carers, and professionals, ensuring that it reflects what matters most to families and embeds children and young people’s voices at its core. It aligns with the SEND Code of Practice (0 to 25 years) and supports Bromley’s commitment to helping children and young people prepare for adulthood, including employment, independent living, good health and active participation in their communities.
At the heart of the framework are a set of SEND outcome statements, describing what children and young people want their lives to be like. These include feeling listened to, learning and developing life skills, enjoying good physical and mental health, feeling safe and supported, having opportunities to be active and involved, being prepared for the future, and ensuring families feel supported.
The framework acts as a “golden thread” across the local SEND system. It links individual outcomes in SEN Support and Education, Health and Care Plans (EHCPs) with service delivery, pathway development and commissioning decisions. By using shared outcome indicators, Bromley can measure not only what services do, but how well they do it and the difference this makes to children and young people’s lives.
The SEND Outcomes Framework is used to inform commissioning, improve practice, support transitions, listen to family and young people’s experiences, and underpin annual self-evaluation and strategic planning. Ultimately, it helps ensure that services are joined up, ambitious, and focused on achieving meaningful, measurable improvements in outcomes for children and young people with SEND in Bromley.
