The Bromley SEND Partnership seeks to ensure that all education, health and care providers have the capacity, skills and confidence to deliver high quality provision for children and young people with special educational needs and disabilities (SEND), which results in improved outcomes. We aim to achieve this by using the expertise and knowledge across our SEND Partnership to increase capacity throughout the local area by sharing best practice and by promoting a model of collaborative, partnership working and shared responsibility.
The SEND training programme is aligned with the Council for Disabled Children SEND Training Framework which seeks to improve knowledge, understanding and working practices.
Core training programme
Level 1: All staff working across Education, Health and Social Care. This includes business support and administrative roles.
Introduction to SEND in Bromley
Council for Disabled Children Level 1 basic awareness
Level 2: All staff who, within their role, have contact (however small) with children and young people (CYP) with SEND up to the age of 25 years.

Council for Disabled Children Level 2 basic awareness
Level 3: All clinical staff working with CYP with SEND who potentially contribute to assessing, planning, intervening and/or evaluating the needs of a CYP with SEND.
Level 4: Professionals leading on the SEND agenda i.e., Children’s care navigators, SEND Champions, service leads within CYP services, children’s commissioners.
Level 5: Designated professionals including the Designated Clinical Officer (DCO) and Designated Social Care Officer (DSCO).
Each level builds upon competencies of the proceeding levels and those possessing competencies at levels 1-5 should also have completed the competencies of each of the proceeding levels.
