Bromley’s Holiday Activities and Food Programme annual report 2025 to 2026 - Foreword

The Holiday Activities and Food (HAF) Programme continues to play a vital role in supporting children and families across Bromley, ensuring that those eligible for Targeted (benefit related) free school meals  have access to enriching activities, nutritious food, and a safe, supportive environment during the school holidays.

Following the 2025/2026 delivery we are pleased to reflect on another successful phase of the programme. Attendance remained consistently strong, demonstrating both the continued demand for provision and the effectiveness of our targeted engagement approach.

We have managed to increase our support for children and young people, with additional needs, highlighting our commitment to inclusive and accessible provision for all.

This success has been underpinned by strong partnerships with schools, community organisations, and providers. These relationships have enabled us to reach new families, expand provision into areas of higher deprivation, and deliver a diverse and high-quality programme of activities. In addition, the programme has offered wider support to families, including the distribution of food boxes and hygiene packs, helping to address broader cost-of-living pressures.

We continue to take a data-led and strategic approach to planning and commissioning, ensuring provision is aligned to local need while maintaining high standards across all delivery partners. Robust quality assurance processes and ongoing provider support have ensured that safeguarding, health and safety, and programme quality remain consistently strong.

The upcoming introduction of a centralised online booking platform in Summer 2026 marks an important step forward, enabling more efficient processes and improved tracking of participation.

As we look ahead, we remain committed to building on these strong foundations—continuing to enhance quality, expand reach, and ensure that every eligible child has the opportunity to benefit from the HAF programme.
