Charge Certificate
The council may issue a Charge Certificate in the following circumstances:
- A Notice to Owner/Enforcement Notice/Penalty Charge Notice has been served by post and neither payment nor representations are received within the time specified.
- Representations have been rejected and neither payment nor an appeal has been received within the time specified.
- An appeal has been refused by an adjudicator and payment has not been received within the time specified.
The Charge Certificate indicates a 50% increase to the outstanding penalty charge. At this stage, the opportunity to make an appeal of any kind has passed and payment of the outstanding balance should be made in full to avoid debt registration procedures.
