Direction of Travel Consultation July - September 2025

From 25 July 2025 to 26 September 2025, the council is seeking views on the Direction of Travel Local Plan document. The document includes the proposed vision and objectives for the new Local Plan and the preferred policy direction for different policy areas.

The Direction of Travel document is accompanied by the Integrated Impact Assessment Scoping Report. This document has been informed by consultation with Historic England, the Environment Agency and Natural England and sets the baseline of environmental, social and economic issues and the broad framework that will be used to assess the Local Plan.

A range of evidence base documents have also been published. These documents will help to inform the preparation of the new Local Plan.

The council have also published a consultation statement (PDF - 2.07 MB) which summarises representations received in previous Local Plan Review consultations; and sets out how these representations have informed the Direction of Travel document.

The Direction of Travel document (PDF - 896.77 KB) includes chapters for each policy area and sets out:

  • An introduction to the policy theme;
  • A summary of the current policy position;
  • A summary of the consultation feedback received so far;
  • A summary of the evidence published so far relating to the topic and information on evidence still being produced;
  • The preferred policy direction for the policy theme and the next steps for developing the Local Plan; and
  • Consultation questions for the policy theme.

The document includes a number of questions for each topic area, to help focus comments on key issues, although comments are not required to address these questions. The document does not contain draft policies.

How to comment

The Bromley Local Plan ‘Direction of Travel’ document (PDF - 896.77 KB) can be viewed online; in hard copy at one of the 14 libraries in the borough; or at Bromley Civic Centre. To make an appointment to visit the Civic Centre, please call the Customer Service Centre on 020 8464 3333.

We encourage consultation responses to be submitted through the online response form. The form includes prompt questions to assist with responding.

Consultation events

As part of the consultation, the council is hosting a series of online sessions. These sessions are an opportunity to find out about the preferred policy direction for each topic which may help to inform representations on the Local Plan. The sessions will start online at 6pm and will be hosted in Microsoft Teams and is open for anyone to join; the meeting will be recorded for internal council use only.

Next steps

Following the Direction of Travel consultation, the council will prepare the Submission Draft Local Plan, with the intention to consult on this draft in Summer 2026, in order to submit the Local Plan for examination by the Government’s December 2026 deadline. This draft will include full draft policies and site allocations.

Once adopted, the new Local Plan will replace the existing Local Plan, and will be used to determine planning applications in Bromley.
