1. Bromley car club permit information

Definition of a car club parking permit

A car club parking permit allows the driver to park a car club vehicle in a designated, marked on-street car club parking bay. Details of the permit can be verified by a Civil Enforcement Officer through the vehicle registration number.

2. Who can apply

  • We will only issue a car club permit where an on-street car club bay has been designated by agreement with the London Borough of Bromley.
  • As a car club ‘multi operator borough’, the London Borough of Bromley (Bromley Council) may enter into negotiations with any Carplus accredited car club operator wishing to operate in Bromley. The decision to designate road space for the sole use of a car club operator is ultimately for the Executive Portfolio Holder for Environment.
  • If negotiations between an operator and the council are successful, the operator will be required to accept the car club permit conditions of use before a permit can be issued. Prospective operators should therefore read and understand the conditions of use before entering into negotiations.

3. What needs to be provided

Proof of vehicle ownership (for new applications)

Please provide one of the following:

  • Owned vehicle: a copy of the vehicle registration document (V5C) demonstrating the vehicle is owned by the company directly. If the operator does not yet have the vehicle registration document (V5C), the vehicle can be temporarily added to their account. A copy of the V5C must be provided within one month of adding the vehicle.
  • Leased vehicle: a copy of the agreement which must be with a reputable organisation. The name and address must match those of the hirer as shown on the agreement. If the lease is changed or renewed, the details must be changed online immediately and a copy of the new agreement must be provided.

4. Prevention of fraud

In order to ensure the integrity of the permit scheme, the council may undertake sample checks to verify the applicant’s details, including requesting copy documents as appropriate.

The council is required by law to protect the public funds it administers. It may share information provided to it with other bodies responsible for, auditing or administering public funds, or where undertaking a public function in order to prevent and detect fraud.

5. How long can I have my permit for?

Length of permit and renewals

  • The permit will be valid for 12 months from the date of issue.
  • The car club operator is responsible for renewing the permit on expiry.
  • To renew a permit, the operator should follow the guidance in their renewal notice. The council will issue renewal notices approximately 30 days and 7 days before expiry.

6. Where is the permit valid

Parking places

A car club permit is valid:

  • only in a designated bay marked ‘Car Club’ and as indicated by a sign stating that it is for car club permit holders only with the designated permit/zone number.

A car club permit does not:

  • allow for the vehicle to be parked in any car club bays other than the designated bay for the permit/zone number.
  • allow for the vehicle to be parked in designated car club permit holders’ spaces where the signs indicate the zone is different to that which the permit was issued for, on yellow line waiting restrictions, or in pay by phone bays unless the appropriate fee is paid.
  • grant the driver the right to park elsewhere without complying with any other parking restriction, if the designated car club bay is occupied by an unauthorised vehicle.

The operator will be expected to communicate the permit validity to their members where appropriate and have appropriate back-office systems for passing any Penalty Charge Notices issued to end users for payment.

The council reserves the right to suspend any parking bay as required.

7. Changes to any details and refunds

Change of address or vehicle, including temporary or courtesy vehicles

The car club operator must:

  • confirm in writing if they change their address or cease to own or use the vehicle for which the permit was issued.
  • amend the vehicle details online immediately for a change of vehicle.
  • amend the vehicle details online immediately for a temporary or courtesy vehicle.

Refunds

  • If a car club operator wishes to cancel a permit, a refund will be made for any full unexpired months from the date after the expiration of the 90-day notice period required to withdraw the service, as set out in section 8 ‘Operator’s conditions’.

8. Operator’s conditions

  • The car club must remain Carplus accredited for the duration of the time it holds car club permits in Bromley. Proof of accreditation will be requested at the permit application stage. If the operator is no longer Carplus accredited at any point, they must notify the council immediately and any permits may be revoked instantly.
  • The operator will be required to provide the council’s Transport Strategy team with monthly updates on vehicle usage.
  • The operator has a duty to co-operate with the council in order to provide a service which is beneficial to Bromley’s residents.
  • The operator must gain approval for the type of vehicle to be placed in a parking bay from the Transport Strategy Team prior to applying for a permit.
  • Vehicles need only carry simple branding, e.g. operator logos. Other branding, such as all over wrapped vehicles, must be agreed with Transport and Highways.
  • If an operator wishes to withdraw the service, they must give the council no fewer than 90 days’ notice of the withdrawal of a car. The council reserves the right to offer the parking bay to other suitable operators during this notice period. A refund will be made for any full unexpired months at the end of the notice period.

9. Termination

  • The council in its absolute discretion reserves the right to withhold or withdraw a permit with a notice period of 21 days.

10. Important information

Please note:

  1. It is a criminal offence if, with intent to deceive, a car club operator knowingly makes a false statement or mishandles or forges documents to get a car club parking permit for themselves or others. The council may prosecute under the Theft Acts or other relevant criminal legislation.
  2. Failure to have a valid permit or inform us of a change of vehicle may result in the issue of a Penalty Charge Notice.
  3. The car club operator must confirm in writing if they change their address, or cease to own or use the vehicle for which the permit was issued. If the vehicle is changed, or a temporary or courtesy vehicle used, the vehicle details must be amended online immediately.
  4. Car club operators are not permitted to sell or transfer the permit to other parties.
  5. Car club operators must inform the council if the ownership of the car club changes. The council retains the right to withdraw the permit if it is thought the change of ownership is in violation of the permit conditions.
