Validation checklists - Full Planning Permission: New Dwellings

To be used for applications for planning permission for up to 9 new dwellings including flats (for 10 or more dwellings please see the Major application guidance).

Please ensure to complete all questions in the form and ensure to outline the details of the proposed residential units and any associated parking.

Please ensure the correct certificate A, B, C or D is signed. If the proposed development encroaches onto the neighbour’s boundary, Certificate B will be required.

Please ensure the proposal clearly outlines all key elements of the proposed development and does not include works not to be considered in the application (e.g. works previously approved or to be built under permitted development).

Please ensure the applicant details are listed (we sometimes get applications where the applicant and agent are duplicated contacts).

Biodiversity Net Gain (BNG) Minimum Information Requirements or Exemption Statement Mandatory on all applications.

Where seeking to claim an exemption from BNG, sufficient evidence must be provided to demonstrate that it will apply to the development proposed.

Site Location Plan Mandatory on all applications. The application site must be edged in red, and the plan must include a north point and should show the site in relation to adjoining properties and the nearest road junctions and include any land required to access the property from the public highway.
Block Plan/Site Plan (to an accurate scale) Mandatory on all applications. Please ensure where relevant to include the distance to boundaries. Where no key dimensions are required then please include a scale bar. In addition to showing the new dwelling(s) in relation to the site boundaries please also ensure any proposed parking, boundary treatment and any trees on/adjacent to the site is also indicated.
Existing and Proposed Floor Plans (to an accurate scale) Mandatory on all applications.

Please ensure key dimensions of the proposed footprint are provided including width and depth, the plans are to an accurate scale with the scale indicated. Proposed floor plans must be annotated with unit and room sizes.

It is useful to provide a furniture layout to demonstrate how the space will be used.
Existing and Proposed Elevations (to an accurate scale)  Mandatory on all applications.

Please ensure to provide the key dimensions of the proposed works this needs to include the overall height of the proposed extensions (not just the height to the eaves). Please also ensure to provide height, width, depth of any proposed dormers. Please ensure to show the projection from the roof plane for proposals involving solar panels.

Please ensure key dimensions are provided, the plans are to an accurate scale with the scale indicated.

*Key dimensions include the height, width and depth of new buildings and (where relevant) the distances to site boundaries.
Existing and Proposed Site Sections (to an accurate scale) Mandatory on all applications where the proposal involves a change in ground levels, including development on a sloping ground or which involve changes in garden levels such as raised patio or outdoor swimming pool.

Accessible/Adaptable Homes Statement Mandatory on all applications. If this is provided within another document such as Planning Statement or Design and Access Statement this must be clearly set out in the applicant’s covering letter. If not clearly set out this may mean the applications is made invalid.
Biodiversity Net Gain (BNG) Statement and Metric Mandatory on all applications unless an exemption applies, and enough evidence is provided to meet the exemption criteria.

Completed metric tool calculation (submitted in full in read only excel format) showing the site’s biodiversity value before development.

Statement must demonstrate how the BNG hierarchy has been applied and how any adverse effect has been minimised, and how the minimum of 10% BNG is intended to be met, including details of any proposed significant on-site enhancements.

Construction Logistics Management Plan (CLMP)

Mandatory for applications which propose 5+ dwellings or others likely to have a significant impact on traffic congestion or pedestrian safety such as development on a main high street or where loading activities associated with the construction phase of a development would cause congestion or obstruction on the highway. Flood Risk Assessment Mandatory on all applications where the proposed floorspace is greater than 250sqm and where the site falls into flood zone 2 or 3 or flood zone 1 where the site is 1ha or where the proposed building increases the flood vulnerability of the development as defined by the NPPF. Preliminary Ecological Appraisal and Species Survey

Mandatory for proposed developments where the site falls in designated areas (SSSI/SINC/AONB or Local Nature Reserves).  

Where protected species may be affected by a proposal an appraisal is required to review possible impacts on wildlife and biodiversity.
Construction near protected areas and wildlife

Daylight/Sunlight Assessment

May be required but to be assessed on a case-by-case basis and may be requested after validation stage if further information is required to understand daylight and sunlight impact.  
Landscaping Strategy Mandatory on all applications. Please provide details of hard and soft landscaping proposals for all parts of the site where no buildings are proposed.

Air Quality Assessment and Air Quality Positive Statement

Preferable where the site falls into a AQMA or AQFA area and the proposal is potentially polluting and traffic generating and development that is likely to be used by large numbers of people particularly vulnerable to poor air quality, such as children or older people.

Geological Survey Report

Preferable for applications near a SSSI or a regionally important Geological Site. Supplementary Planning Guidance

Tall Buildings Impact Assessment

Mandatory for any proposed building that exceeds 6 storeys or 18 metres in height, measured from ground to the floor level of the uppermost storey.  
Housing Management Plan Mandatory for applications which are build-to-rent, specialist older persons housing, purpose-built student accommodation and large-scale purpose-built shared living (although this is all likely to fall under a major development).  
Land Contamination Assessment

Mandatory if the site has a history of commercial use or where the previous use is unknown.  

Mandatory if the previous use of the site could give rise to contamination.

Landscape / Townscape and Views Impact Assessment

May be required but to be assessed on a case-by-case basis and may be requested after validation stage if further information is required to understand Landscape/Townscape and Views Impact.  

The planning officer will be assessing: 

  • Developments that that exceed the general height of buildings in the area.  
  • That affect important local views, or views of landmarks or major skyline ridges.
  • For high buildings in Bromley Town Centre 
  • Developments that are in or adjoining open land including in the Green Belt or Metropolitan Open Land  
  • Developments that affect heritage assets - Conservation Areas, Historic Parks and Gardens, Kent Downs Area of Outstanding Natural Beauty, or nearby listed building. 
  • Proposals for tall buildings 
 
Lighting Assessment Mandatory if floodlights or any other lights are being proposed that may impact on visual or residential amenity or nature conservation interests on or adjacent to an application site. Light Pollution
Foul Sewage and Surface Water Drainage Assessment Mandatory for developments that will increase surface water runoff (including proposals on sites which are not currently developed, greenfield sites and garden land) and/or result in increased demand for sewerage and sewage treatment and to reduce surface water run-off entering public sewers; Sites traversed by public sewers.  
Living Roof and Wall Details Mandatory if the proposal involves a living roof and/or wall.

Noise and Vibration Impact Assessment

Mandatory for applications proposed new dwellings near noise generating uses or activities such as: 

  • Major Roads 
  • Railway 
  • Non-Residential uses 
Mandatory where the new dwelling include plant equipment (air source heat pump/air conditioning units etc).
 
Parking provision for Cars and Bicycles Mandatory on all applications. This can be included within a Block Plan/Site Plan.
Planning Statement Preferable on all cases but is particularly important where specific policy issues need to be addressed for example Green Belt. A planning statement identifies the context and need for proposed development and includes an assessment of how the proposed development accords with relevant national policies, the London Plan and the Bromley Local Plan. The level of detail will be dependent upon the proposal but should be proportionate.

Materials Schedule

Mandatory on all applications. This can be provided either on the plans, application form or a separate materials schedule.
Refuse and Recycling Storage Details Mandatory on all applications. Refuse Notes
Structural Survey and Rebuilding Method Statement Mandatory if the proposal involves demolition of Statutory & Locally Listed Buildings.  
Transport Assessment Mandatory for applications which may impact the highway network to be assessed on a case-by-case basis and may be requested after validation stage if further information is required to understand the impact.

Arboriculture Implications Report 

Mandatory for development on sites where there are existing trees that could be affected by the proposal. 

 

May be required on sites where there are existing trees that could be affected by the proposal, this will be assessed on a case-by-case basis and may be requested by requested by the Tree Officer after validation.  
Please ensure to indicate the location of the tree and the type of tree, this may be on the Site/Block plan or may be on a separate plan.
